it looks like everythink is bild for havy duty

but i am not a shipbuilder i am only a bad shipper

What does the present owners states regarding the history.
As the boat is on a yard or storage probably the harbourmaster or person in charge overthere can give you the details of the present owners if you mention to him that y're interessted in the yacht.
A telcon to belgium might also be helpfull to get started.

As for the boat, could be a French design. Most probably selfbuild. Look sturdy, but pictures can be very misleading.
