I would call the people of Polyservice in Nieuwerkerk a/d IJssel on 0180-314777 or visit their website
www.polyservice.nl

Very helpfull and skilled people, who can provide way better material than balsa for this application.

(for the sake of good order, I have no financial interest in the company, only very good expirience)
No wind, no fun.

Google tells me Baltek can be aquired from Euroresins in Veenendaal and MCtechnics in Visé (just accross the border in Belgium)
This is the core material Innovation Yachts uses in their projects.

Easy,
polyestershoppen.nl/glasvezel/pvc-schuim-436.html

By the way, I used plain foam and vacuum bagged that to the CNC machined rudder plug. For more info see www.fram.nl/mainhull3.html#rudderconstruction1 and click in the photo of the man (me) in red shirt.

Hebben die balsa core?

Staat niet op hun website (tenzij ik niet goed gekeken heb) en in de winkel in Nieuwerkerk aan de IJssel heb ik het ook nooit gezien.

I would avoid balso below the waterline as much as possible.

As an alternative you can also laminate some stiffeners on with a pvc tube or wooden batten (or ply) as a core. Or even cheap insulation foam will do for that purpose (if not affected by styreen)
