Your results from your sea trial are not what we would normally expect from this installation. A 16x12 should allow near to full rpm of the engine (thus hull speed). This sizing is also what Volvo Penta suggest.
Our records show you have an MD2030 (29hp@3600) with an MSD25S SD @ 2.47:1 reduction ratio.
A 1 increment change in pitch usually alters max rpm @ throttle wide open by approx 10%. So in order to allow the max rpm to increase to approx 3400rpm you would require a 2 increment reduction in pitch. I would expect a 3 increment reduction to allow you to achieve full rpm with the possibility of over revving. Please let me know how many increments to reduce pitch by. (If max rpm is desired then a 3 increment change is needed).
At present the propeller is over propping the installation which means it limits the max rpm of the engine. Hull speed is achieved using max hp and rpm of the engine, if this is not reached then.
