Dit komt niet van de kaartenmakers, maar van het bevoegd gezag. In dit geval is de maatregel in 2015 voorgesteld door België en Nederland, na consultatie met 19 organisaties. Wat daarbij opvalt is dat daarbij de pleziervaart niet betrokken is geweest.
Overigens konden we afgelopen weekend nog gewoon door dit gebied varen. Er was een survey vessel bezig met restricted manouverability, maar er waren geen guard vessels.

Het "Maritime Safety Committee"van de "International Maritime Organization" heeft op zijn 96ste vergadering (11-12 mei 2016) deze door Nederland en België voorgestelde "routing measures" aangenomen.
De voorbereiding hiervan heeft plaats gevonden in "het SUB-COMMITTEE ON NAVIGATION, COMMUNICATIONS AND SEARCH AND RESCUE", 3rd session

NCSR 3/3/1 (21 pagina's) is het voorbereidende document dat is opgesteld door Nederland en België.
Het voorstel licht achtergrond en noodzaak uitvoerig toe. Er zijn 19 organisaties geconsulteerd bij de opstelling van dit document. Darabij valt op dat geen van dezxe organisaties de pleziervaart representeert.

CAUTIONS
1 (Across the boundary between the "in the vicinity of Thornton and Bligh Banks" and "Wind Farm Borssele" precautionary areas)
The "in the vicinity of Thornton and Bligh Banks" and "Wind Farm Borssele" precautionary areas surround wind farm development zones. Vessels, other than those that are engaged in supporting the construction of these sites, should avoid the areas as much as possible.
2 (Close by the area to be avoided in the Wind Farm Borssele precautionary area)
In view of the limited width of the "Wind Farm Borssele corridor", it is designed to allow access for vessels larger than 45 m or carrying dangerous cargo, vessels engaged in the construction and maintenance of the wind turbines and their associated electrical infrastructure and, as such, is an area to be avoided by all other vessels.
Wat "vermijden zoveel als mogelijk" inhoudt is natuurlijk aan de schipper ter beoordeling en zal afhangen van weersomstandigheden, windrichting en conditie van schip en bemanning. Er is dus vooralsnog geen verbod ingesteld. Dat wordt verwacht dat zo een verbod er komt is wel duidelijk gemaakt in de toelichting:

freedom of movement for shipping on the Dutch Continental Shelf will be restricted by the existence of obstructions to navigation, such as planned developments of large scale renewable energy (largely wind farms). In order to make mariners aware of the areas to be developed and corresponding activities, a precautionary area "Wind Farm Borssele" is proposed. When actual working operations commence, sites within the wind farm area will be closed for navigation; and

in order to optimize the use of available sea room on completion of the Dutch wind farms, an east-west oriented corridor for certain categories of ships will be assigned within the Dutch wind park sites and basically will follow the trajectory of the existing Farland North cable. The corridor will be designated as an area to be avoided for ships larger than 45 m or carrying dangerous cargo, in view of the limited width of the corridor. This routeing measure will primarily be implemented in order to keep as much as possible small ships from interacting with the large commercial ships in the surrounding shipping routes and precautionary areas, and will mainly be used by recreational and fishing vessels. The actual date of implementation is likely to deviate from the implementation of the other routeing measures due to the lack of certainty regarding the realisation time schedule of the wind farm site.
